Jowell Comments on Gaming Concerns - Code of Practice among Them

Tessa Jowell, secretary for the U.K. Department for Culture, Media and Sport (DCMS), this week provided further information on the upcoming international summit her department intends to host on the subject of online gambling. Among the topics of discussion will be the development of an international industry-wide code of practice. The DCMS revealed in January of 2006 that it hoped to bring regulators and policymakers from around the world together to discuss common problems and possible solutions, but at the time date and agenda planning had been in very early stages. Internet Poker Needs Federal, Not State Solution

The National Council of Legislators from Gaming States (NCLGS) has opposed Internet gambling for nearly as long as online betting has existed. The organization wants states to continue to control gambling within their borders. Given the borderless nature of the Internet, this stance against online gaming is a natural one. NCLGS might be changing its tune on Internet gambling, however, after hearing the testimony of William White, the CEO of Global Cyber, LLC, at its biannual meeting in Boston earlier this month. Tribal Gaming Revenue Soars

CALIFORNIA -- American Indian casinos enjoyed a 15.6 percent increase in gaming revenue nationally during 2005, fueled by the ever-booming gambling market in California, according to a report authored by a Los Angeles-based economist that will be released today. Indian gaming facilities generated almost $22.7 billion in gaming revenue in 2005, compared with $19.6 billion in 2004, said the Indian Gaming Industry Report, which was compiled by Alan Meister, an economist with the Analysis Group in Los Angeles, and published by Casino City Press. Of the total, 31.5 percent of the nation's revenue wasgenerated by California's 57 Indian casinos, which had revenue of $7.2 billion, a 23.7 percent jump from $5.8 billion in 2004. Twelve states with Indian casino experienced double-digit growth in revenues in 2005. Voters Signal Support for Casino Plan

CALIFORNIA -- Tribal casinos in Barstow, Calif., have taken another step toward gaining a footing about 120 miles west of the Nevada border. Voters in the high desert community last week rejected a referendum that would have stopped two Indian tribes from building side-by-side casinos in Barstow, near the city's well-visited outlet malls off Interstate 15. The tribes, which have signed agreements with California's governor and are going through additional state and federal OKs, could start building their twin casinos by late 2007 or early 2008 if all of the approvals are met. "We're about six months into the 18-month process with the (U.S.) Department of Interior," said Tom Shields, a spokesman for BarWest, a Michigan-based company that would manage the casinos.
