Does the RNG have the outcome decided before I deposit my
coin or place my bet? Or does it do it after that?
On modern machines, the program running the slot will poll the RNG (get numbers from the RNG) to determine the outcome of a game after you've started the game by pressing the spin or deal button. Nothing is decided until you've started the game.
