A change person in Atlantic City told me that the best time to play the machines is at the end of the month. She said that the machines loosen up then because the casinos have to report their wins to the state and the machines have always won too much money during the month. A slot machine is just as loose at the end of the month as it was at the beginning of the month. When the slot director at a casino orders a slot machine, he specifies which payback percentage program he wants in the machine. The machine will have this payback program unless the casino changes a chip in the machine. In some states, Illinois, for example, changing the payback percentage program chip requires that a representative of the state gaming commission be present for the switch. Unless the casino changes the payout program chip, a slot machine will have the same payback percentage from the day it first arrives in the casino to the day it retires to the big casino in the sky. Not only is a machine just as loose at the end of the month as it was in the beginning of the month, it's also just as loose at the end of its life as it was at the beginning of its life.
