A question mark without a number means that particular form of gambling
is legal in that state, but the minimum age requirements, if any, are
not known. A number with a question mark means there is a state limit,
but it is unclear whether it applies. This is usually the case with
Indian gaming, where tribes are often free to set their own limits.
An arrow (18->21) indicates the minimum age is in the process of being
raised from 18 to 21.
