Wisconsin Justices Leery of Adding Games at Native Casinos

``Those impressions came as the high court heard arguments in two major cases that could affect both gambling and the state's budget.

``One case, brought by owners of a Kenosha dog track, claims that a 1993 constitutional amendment limiting gaming should force the closing of the casinos.

``The second case, brought by Republican legislative leaders, contends that the 1993 amendment bars new games authorized in the latest compacts with tribes.

``…More importantly, the GOP suit contends that Gov. Jim Doyle improperly signed perpetual compacts with Wisconsin's Indian nations last year.

``…New compacts signed by Doyle last year allow additional games such as craps, roulette and keno, and justices seemed eager to get to the question of their legality.
