Wisconsin Casino Plan Under Attack

WISCONSIN – As reported by the Beloit Daily News: "City of Beloit officials and tribal leaders might have thought they had evaded 11th hour attempts to block approval of a Beloit casino a few months ago when Rockford officials sought legislative means to impede the application process.

"But casino advocates find themselves once again on the defensive against legislative interference.

"This time, the threat comes from the Wisconsin legislature. The Committee on State Affairs voted 6-2 Monday to pass on a bill that Beloit casino supporters say will jeopardize off-reservation gaming facilities and their chances at putting land in trust for that purpose.

"Assembly Bill 461, proposed by Assembly Speaker John Gard, R-Peshtigo, would split the authority in granting approval for off-reservation casinos between Gov. Jim Doyle and the Wisconsin legislature.

"…If approved, the bill would require the legislature also to agree with the Department of the Interior through joint resolution before the governor approves an application.

"…Despite the testimonies of numerous people against the legislation, the committee voted in favor of the bill, passing it on to the full Assembly for a vote as early as Thursday…"
