Wheeling Limits Gambling11 August 2005WHEELING, West Virginia – As reported by the Wheeling Intelligencer: "After about 75 minutes of debating details, members of city council on Wednesday formed a draft ordinance expected to limit the spread of taverns - and, they hope, video gambling parlors - in the city. "Although some details still must be hammered out by city Solicitor Rosemary Humway-Warmuth, the draft ordinance is as follows: "No such establishment is permitted in any residential zone of the city and are only permitted in zones as provided for within this code except in the downtown and industrial zones. No such establishment is permitted: within 1,000 feet of another such establishment already possessing an (Alcohol Beverage Control Commission) license and/or providing video lottery or having a license to do so; within 1,000 feet of a residence located in a residential zone; within 1,000 feet of a school, church and/or municipal playground. "…The debate about the spread of video gambling parlors in the city began when Councilman Vernon Seals and some residents expressed concern about two establishments expected to open on the Island - one on South York Street and another about a block away on Delaware Street. Seals suggested during a past council meeting that additional footage between such establishments be imposed by the city. "…They also decided although the proliferation of video gambling is unwanted, the state-mandated element that comes with such businesses is even more unwanted - alcohol. West Virginia law requires a state alcohol license be attained in order to operate video gambling machines…" |
