West Virginia public hearings proposal criticized

WEST VIRGINIA -- As reported by the Charleston Daily Mail: "The president of the state's video lottery association is chastising Kanawha County Commission President Kent Carper for proposing a series of public hearings about the impact of gambling parlors in the county.

"Herk Sparachane, president of the West Virginia Amusement & Limited Video Lottery Association, said he was 'shocked' to hear that Carper and the commission planned to debate the issue.

"...In 2001, the Legislature approved a bill allowing 9,000 video lottery machines to be placed in bars, taverns and fraternal organizations around the state.

"...Carper has said he believes video lottery machines should be located only in centralized gambling centers, such as Tri-State Racetrack & Gaming Center in Nitro.

"...According to numbers from the West Virginia Lottery Commission, there are 157 video lottery retailers and 730 machines in Kanawha County.

"...Sparachane said Carper shouldn't get involved in trying to alter state laws..."
