Washington Tribe Connects Mall to Casino

TULALIP RESERVATION, Washington -- As reported by the Seattle Times: "The shopping mall may be called Seattle Premium Outlets, but the new outlet center scheduled to open next spring on the Tulalip Tribes' land is designed to contribute to the Snohomish County economy.

"As construction began last week, the tribes outlined how the outlet center would connect economically and geographically to the Tulalip Casino and Quil Ceda Village business park — where a Home Depot, Wal-Mart and other retailers are located — and reviewed their expectations about the mall's local economic impact.

"The new outlet center, developed by Chelsea Property Group, will include up to 120 stores encompassing 440,000 square feet of retail space. Its construction phase will create 300 temporary jobs, and after opening, the outlet center's $15 million payroll will provide 800 permanent jobs. Tribal Chairman Herman Williams Jr. said the mall will attract at least 6 million visitors annually, matching the casino's draw.

"'If we can siphon off 10 to 20 percent of those shoppers and have them drop $50 (each) in our casino, we'll be doing well,' Williams said.

"That would generate $30 million to $60 million a year for the casino.

"…If the Seattle Premium Outlets is typical of other Chelsea properties, it could generate $19.3 million in annual sales-tax revenue for the county…"
