Washington tribe clears hurdle18 October 2007WASHINGTON -- As reported by the Columbian: "The two longest-standing records at Tufts University for women's track and field were set by hurdler Heather Sibbison some 25 years ago. "So, when a hearings board struck down the Cowlitz Tribe's 2004 agreement with Clark County, it was no trouble for Sibbison, now a Washington, D.C., attorney representing the tribe, to come up with a plan for hurdling that barrier. "That plan is a tribal ordinance that incorporates provisions of the invalidated memorandum of understanding, along with a waiver of sovereign immunity that would allow Clark County to sue if the tribe fails to comply with those provisions. "The tribe's $510 million casino project has been on a shaky foundation ever since the Western Washington Growth Management Hearings Board in June struck down the MOU, which also included a limited waiver of tribal sovereignty. "...Sibbison and other tribal officials met with Clark County commissioners individually Tuesday afternoon to brief them on the new ordinance, which will be forwarded to federal officials for their consideration today. "...Sibbison said the tribal ordinance, in some ways, is stronger than the original MOU..." |
