Texas House Approves Bingo Bill

AUSTIN, Texas – As reported by the Brownsville Herald: "The House on Tuesday approved a bill that would change the way charitable bingo organizations report their proceeds, but only after two lawmakers said they were concerned that the bill might not bring more money to charities.

"House Bill 1138 by state Rep. Ismael Flores, D-Mission, is intended to implement changes to the bingo system that were recommended during public hearings since last session, Flores said.

"Among the reforms in the bill is a requirement that charitable bingo groups pay their taxes out of a percentage of their total receipts rather than as a portion of each bingo purchase.

"The bill also allows bingo organization to more easily move money among accounts, and requires stricter reporting to the Legislature, Flores said.

"…But state Rep. Burt Solomons, Carrollton, said he wasn't so sure. The large bill included many changes that were not reflected in the interim report, and some that would not help charities in any way, he said…"
