Texas Gambling Debate Heats Up Again

AUSTIN, Texas -- As reported by the Dallas Morning News: "An optimistic picture of state revenue led the governor and some state officials to predict that the Legislature would reject expanded gambling in Texas. Don't bet on it.

"As budgetary needs pile up, the debate over video lottery terminals, a type of slot machine, has started in earnest. Lobbyists are pressing lawmakers to approve machines that would pour as much as $1.25 billion annually into state coffers and heavily subsidize purses at horse tracks. Other bills expected to be offered soon would allow for the creation of casinos in the state.

"Since the failed attempt to approve slot machines a year ago, lawmakers say they have learned that opposition to gambling can drag down other priorities. If gambling passes, it will do so as stand-alone legislation that raises extra money to reduce property taxes.

"…Leading Democrats also consider video lottery additions to be very much alive. Rep. Vilma Luna, D-Corpus Christi and vice chairwoman of the Appropriations Committee, said this week: 'I consider it to be on the table.'

"…One prominent lobbyist working for horse breeders and the racetracks that would probably house the machines said Wednesday that video lottery 'is in good shape.'

"…As for casinos, Rep. Kino Flores, D-Mission, is expected to file a bill, perhaps this week, to authorize them. Despite the seeming momentum, lawmakers recognize that passing even the video lottery legislation won't be easy. Most lawmakers believe a bill needs 100 of 150 votes in the House to pass, because it would require a change to the state constitution. Two-thirds of the Senate and a majority of voters would also have to approve the measure…"
