State lawmakers say OTB created phony crisis

Last week the OTB had announced it would close Sunday if talks did not succeed, but now lawmakers accuse the OTB of creating a "phony crisis", the report said.

In the end when talks did not succeed the OTB decided against closure and sought to continue negotiations, The Record said.

The OTB had been looking for a temporary exclusion from paying certain industry fees, the report noted.
