Slots Plan Suffers a Blow

Pennsylvania's ambitious plan to use gambling revenues to reduce homeowners' property taxes by nearly $1 billion appeared on the brink of collapse Tuesday after only one-fifth of the state's 500 school boards voted to participate.

The plan, the signature initiative of Gov. Edward G. Rendell, called for using revenues from as many as 61,000 slot machines -- the most of any state east of Nevada -- to be used largely to reduce property taxes. It would also make it more difficult for participating school boards to enact future property-tax increases.

But the potential loss of taxing power seemed to give many school boards second thoughts, education officials said, though uncertainty about slot machine revenues and moral concerns about gambling were also factors.
