Russia adopts gaming laws

MOSCOW, Russia – As reported by Itar-Tass: "The State Duma adopted on Wednesday after third, final reading the law "On state regulation of work for the organisation of the gambling business," which was initiated by President Vladimir Putin.

"The law will put into effect the instruction of the President on the creation of four special zones, where casinos, slot-machine and video-game halls will be concentrated.

"Under the law, the whole of the Russian gambling business will be concentrated in the Kaliningrad Region, the Altai Territory, the Primorsky Territory, as well as in the area between the Rostov Region and the Krasnodar Territory. There will be no gambling centres on the rest of the Russian territory.

"…The boundaries of the gambling zones will be outlined on the suggestion of the regional authorities. They will be in effect for an indefinite period of time. A ten-year moratorium will be introduced for the liquidation of any gambling centre. Under the law, the average share of the money, to be won by clients, must not be smaller than 90 per cent…"
