Rota casino bill scrapes through2 January 2008SAIPAN -- As reported by the Saipan Tribune: "An appropriation bill for Rota's future casino industry nearly failed at the House of Representatives on Friday. "House Bill 15-326, which appropriates $500,000 for the Rota casino industry, initially received only 12 votes in the House. To pass, the bill needed 14 votes, or three-fourths of the House membership. "Three representatives-Cinta M. Kaipat, Joseph DeLeon Guerrero, and Ray Yumul-abstained from the vote. Three others were absent: Reps. Martin Ada, Florencio De Leon Guerrero, and Justo S. Quitugua. "At the urging by Speaker Oscar M. Babauta, the three who had abstained changed their vote and supported the bill. "...The half-million dollars eyed for the Rota casino industry will be transferred from the island's much-delayed Route 100 project. "...Last election, voters ratified the Rota casino initiative. The gambling act creates a Rota Casino Gaming Commission to be formed by five members appointed by the Rota mayor, with consent by the Rota Municipal Council..." |
