Rhode Island Gambling Expansion Raises Concerns

RHODE ISLAND – As reported by the Providence Journal: "The prospect of a new ownership and expansion at Lincoln Park and the proposal to build a West Warwick casino have raised concerns about the state's oversight of gambling.

"One concern is how the state regulates people working in this multimillion dollar industry, which could grow much larger.

"State regulators have only recently computerized the list of people licensed to work at Lincoln Park -- the video-lottery terminal facility, dog track and critical source of state revenue -- whose former executive was indicted on federal bribery charges in September.

"…State regulators are now able to check the list of licensed workers against the park's list of the more than 1,000 people with access to the facility.

"'Our theory was that everyone who has a security card should be licensed,' said Marilyn Shannon McConaghy, director of business regulation.

"…The new licensing system at Lincoln Park is by no means revolutionary or particularly stringent. In fact, the checks implemented by the Department of Business Regulation on Lincoln Park have been used by many other states at their gambling facilities for years…"
