Racing, Pari-Mutuel Associations Meet at Historic Conference30 March 2004NEW ORLEANS, Louisiana – As reported by the Thoroughbred Times: "Members of the Association of Racing Commissioners International and the North American Pari-Mutuel Regulators Association begin a historic first joint conference in New Orleans on Thursday and the two organizations plan to address an issue of historic importance involving uniform medication rules for all North American racing jurisdictions. "Uniform medication policy has been one of the issues that the two organizations have been working on together in recent years as the acrimony that led NAPRA's members to split away from RCI in 1997 fades. Two of the principal wedges leading to the schism were the role of staff regulators in the organization and the stewardship of Tony Chamblin, who resigned as RCI's president in 2001. "His successor, Lonny Powell, has worked with NAPRA officials to heal the wounds resulting from the split, and the two regulatory bodies will consider this week whether to merge into a third, successor organization. "…Still to be completed are model-rules components on threshold levels for positive findings, withdrawal times, and penalties for violations. Powell said consortium members believed that it was important to consider the major policy questions this week…" |
