Propositions 68 and 70 at a Glance

Proposition 68

Primary supporters are five race tracks -- Santa Anita Park, Bay Meadows Racecourse, Golden State Fields, Hollywood Park, Los Alamitos Race Course -- and 11 card clubs -- Ocean's Eleven Casino, Artichoke Joe's Casino, Commerce Casino, Hollywood Park Casino, Hawaiian Gardens Casino, California Grand, Bicycle Casino, Normandie Casino, Hustler Casino, Crystal Park Casino Hotel and Lucky Chances Casino.

The proposal would require California's casino-owning tribes to pay 25 percent of their slot machine revenue to local governments for public safety and children's services. If they refuse, the 16 card rooms and race tracks would be permitted to operate 30,000 slot machines and pay 33 percent of their revenues to local governments on a per capita basis.

The 30,000 slot machines would be distributed among the 16 locations in six counties -- Alameda, Contra Costa, Los Angeles, Orange, San Diego and San Mateo. The state's other card rooms would be able to lease some machines and collect a portion of the winnings.

Of the new revenues, 30 percent will go to local agencies. Half of the money would go county boards of education to fund social workers in schools and court workers for abused and neglected children and those in foster care; 35 percent for sheriff's and police departments; and 15 percent for fire departments.

Counties and cities where the card rooms and race tracks are located would also receive 1 percent and 2 percent, respectively.

The initiative would also restrict tribes from building casinos on newly acquired land, gives state courts jurisdiction over disputes arising from initiative and requires tribes to comply with campaign finance laws.

Proposition 70

Primary supporters are the Agua Caliente Band of Cahuilla Indians, California Nations Indian Gaming Association, San Manuel Band of Mission Indians and Redding Rancheria.

The proposal would have tribes with casinos pay 8.84 percent of their revenues to the state. In exchange, they will be allowed to operate additional slot machines beyond the 2,000-per-tribe limit and games now banned in California, including roulette and craps. It gives tribes the option to amend their existing compacts to the 99-year terms outlined in the initiative. Source: Propositions 68 and 70
