Philippines' Lottery Ordinance Under Review

PHILIPPINES – As reported by the Philippines Sun Star: "The Provincial Legal Office has started the initial review of Provincial Ordinance 4 or the lotto regulatory ordinance of Negros Oriental.

"Provincial legal officer Erwin Vergara said the time is ripe to assess the relevance of the ordinance to recent developments of linked to the numbers game in gambling game in Dumaguete City.

"Then Provincial Board member and Dumaguete City Councilor Saleto Erames authored the measure that was passed by the board in the late 1990s.

"Vice Governor Jose Petit Baldado sought the review after the Ombudsman and the Court of Appeals held Dumaguete City Vice Mayor William Ablong and acting city legal officer Neil Ray Lagahit liable for closing the lotto outlet of Teresita Zamora several years ago.

"…The two officials invoked the ordinance in their argument to close the lotto operation.

"…The 1999 lotto ordinance requires on line lottery operators to get a business and mayor's permit before they can operate in any part of the province…"
