Pennsylvania Township Approves Gambling Questionnaire

BETHLEHEM, Pennsylvania – As reported by the Morning Call: "A survey designed to help Bethlehem Township gauge public opinion on gambling will be sent to property owners without return postage.

"The township Board of Commissioners voted Monday night to approve a modified expenditure for the gambling questionnaire. The survey would allow planners to gauge public opinion to help formulate regulations. Under the state municipal planning code, the township must provide an area where gambling is allowed.

"Commissioner Thomas Nolan said paying return postage for all questionnaires sent was not practical since only 25 percent of residents were expected to return the survey.

"…The total cost of the survey is now estimated at closer to $4,400. The proposed amount, including return postage and printing was more than $7,800. Township Planning Director Howard Kutzler had earlier speculated the total cost of the survey could be as much as $10,000.

"Only Commissioner Arthur Murphy voted against funding the survey, which he said was a 'waste of time.' Instead, Murphy said he favored holding a public meeting. Members of the Planning Commission earlier said they wanted the survey sent to residents before a public meeting…"
