Pennsylvania Senate Disagree Over Slot Rules

HARRISBURG, Pennsylvania – As reported by the Pittsburgh Post-Gazette: "Senate Republicans say a new law, not a legislative rules change, is the best way to prohibit state legislators and other public officials from investing in casinos, gambling companies and slot machine makers and suppliers.

"GOP leaders said the Senate's State Government Committee would vote today on legislation proposed by Sen. John Pippy, R-Moon, to ban financial investments in casinos, gambling operators and slot machine companies by state legislators and other elected or appointed officials in Pennsylvania.

"The full Senate is expected to vote Tuesday on the Pippy bill. It has the support of all 29 Republicans and seven Democrats in the 50-member Senate, Majority Leader David Brightbill, R-Lebanon, said yesterday.

"…The Pippy-Brightbill approach to banning legislators from investing in casinos differs significantly from what was proposed Monday by House Speaker John Perzel, R-Philadelphia. He proposed an internal House rules change to ban such investments by House members.

"Brightbill said he doesn't think such a move would be constitutional…"
