Pennsylvania Plan Aims to Bar Lawmakers From Owning Gaming Entities

HARRISBURG, Pa. -- As reported by the Associated Press: "State House Speaker John M. Perzel last week proposed changing the chamber's internal rules to bar most forms of ownership in gambling companies.

"He said the move was designed to counter a public perception that lawmakers had intended to enrich themselves when they legalized slot-machine gambling in July.

"The slots law capped at 1 percent the stake in a gambling company a lawmaker may own as an attempt to accommodate minor holdings in mutual fund and pension accounts. But Perzel said the 1 percent provision has left the impression with some voters that the General Assembly had guaranteed itself a piece of the action.

"Perzel wants to ban any level of ownership in companies that operate or supply casinos, with exceptions for stock purchased before January 2003, or held in mutual funds, blind trusts retirement accounts or profit-sharing plans in which others make stock-buying decisions..."
