Pennsylvania Lawmakers Propose Gaming Board

HARRISBURG, Pennsylvania – As reported by the Pittsburgh Tribune-Review: "State lawmakers who want to legalize slot machine gambling are stacking the odds in their favor with a proposal to create a gambling control board loyal to them.

"The proposed seven-member board would issue lucrative slots parlor licenses and regulate the industry. In a new twist, four board members -- two appointed by each party in the House and Senate -- would be required to agree unanimously on major decisions.

"…The proposal is being negotiated behind the scenes and hasn't yet been introduced in the Legislature. Gov. Ed Rendell has called on lawmakers to consider the plan before June 30, when they're scheduled to adjourn for summer recess.

"The governor would appoint the board's remaining three members under the plan. Policy and budget decisions might require five votes, officials say, meaning one of the governor's representatives would need to agree with legislative appointees…"
