Pennsylvania Applications Can Be Updated

PENNSYLVANIA – As reported by the Morning Call: "Casino operators vying for the 14 gambling licenses to be issued in Pennsylvania will be allowed to change and update their applications for months to come, according to an official from the Pennsylvania Gaming Control Board.

"That may help the state get the fullest picture of each proposed casino project, but some question whether it has created a bizarre process in which bidders have a chance to bolster, or even exaggerate, their applications to keep up with the competition.

"…Casino operators and developers were required to file by Dec. 28 their applications for one of 14 gambling licenses to be issued statewide. Three applications for larger casinos were disqualified because they didn't include the required $50 million bond, but the rest are vying for the right to break into the state's burgeoning slot machine gambling industry.

"A portion of the applications — the local impact statements — also have been filed with the municipalities where the casinos are proposed. Some of the impact statements have been released by the municipalities to the public, while others have not. In effect, some of the applicants have been able to see the revenue projections of their competitors.

"…With the gaming board allowing applicants to 'update and expand' their applications, it could create a bidding war in which applicants try to gain the upper hand by filing new projections that better compete with the other applications…"
