Works in Secret19 December 2005PENNSYLVANIA – As reported by the Philadelphia Inquirer: "Its board is packed with city officials and political appointees, and together they control almost 30 acres of prime city-owned property on Philadelphia's waterfront. "Yet the taxpayer-subsidized Penn's Landing Corp. - unlike most government agencies - functions like a private company, casting votes behind closed doors. "In one such secret vote just last week, board members cleared the way for a possible casino deal that could reap the corporation $1.8 billion over the next several decades. And the city's own controller can't even look at the books. "The corporation's acting president, Joseph Brooks, says how the board reaches decisions is none of the public's business.
