Ohio Horse Industry Faces Deadline

OHIO – As reported by the Cincinnati Post: "Horse industry leaders face a deadline today on deciding whether they can support a proposal that could bring legalized gambling to race tracks but would also include off-track casinos.

"They will meet today with House Speaker Pro Tem Larry Clark, a Louisville Democrat and the second-highest ranking member of the House, who said last week he wouldn't file a bill this legislative session to legalize gambling unless it provided for free-standing casinos.

"…The horse industry has proposed legalizing casino-style games only at the state's eight horse racing tracks. But Clark said he couldn't support a bill that gave tracks an exclusive franchise on casino games, and he gave horse industry leaders until today to compromise.

"…Clark's proposed legislation would differ from what the tracks have asked for previously. In past sessions, the tracks have tried to pass direct legislation that would legalize video slot machines only -- not full-scale casinos -- for their operations.

"…This year, the tracks have taken a different tack. Instead of direct legislation, they want voters to decide in a referendum whether to amend the constitution to allow casino-style gambling at the tracks…"
