NY counties revise casino deal

NEW YORK -- As reported the Syracuse Post-Standard: "Cayuga and Seneca counties have a revised casino deal to consider from the Cayuga Indian Nation.

"Daniel French, the Syracuse lawyer representing the tribe, said Monday the Cayugas are now offering to let the counties continue fighting tribal efforts to gain any sovereign, tax-free land in either county.

"French likened the new offer to an 'insurance policy' for the counties.

"...If the counties win that court fight, the proposed deal is off the table. The Cayugas would not be entitled to any sovereign land in either county and the Cayugas would not share any gambling revenues with them if they're allowed to build a Las Vegas-style casino elsewhere in the state.

"If the counties lose the court fight, the tribe would still honor almost all the major terms of the proposed casino agreement, including capping the amount of land it takes off the tax rolls and paying up to $15.3 million in casino revenue sharing to both counties.

"However, both counties would lose the veto power offered in the two-month-old proposed settlement that would let them block the Cayugas from opening a Class II video gambling hall in either county..."
