North Carolina Lottery Bill Given More Time

NORTH CAROLINA – As reported by the Jacksonville Daily News: "Lawmakers, who had hoped to finish up their 2005 legislative session this past week, are still in town - sort of. The Senate initially left Raleigh Wednesday morning but now has decided to come back on Tuesday. House Speaker Jim Black, D-Mecklenburg, kept that chamber running. He now says he hopes to finish up this coming week. A bill passed in the wee hours of the morning in the Senate that would theoretically make technical corrections to state laws is one of the hold-ups, Black says. He says he also wants to give the Senate more time to consider a lottery bill.

"Backers of a state lottery couldn't convince any of the Senate opponents to switch their vote. Early Wednesday morning, Senate leaders decided not to use a parliamentary maneuver that could have produced a positive vote for the lottery.

"Sen. Marc Basnight, D-Dare, a lottery supporter, called the potential parliamentary action 'unethical' and said the honor of the Senate was more important than passing a lottery bill. The lottery could come up when the Senate returns to Raleigh on Tuesday…"
