New York Casino Exempt from Environmental Standards

KINGSTON, New York – As reported by the Daily Freeman: "From an environmental perspective, the concerns raised by the construction of a casino are much the same as those raised by any other large development.

"What sets an American Indian casino apart is that the land on which it's built, in many cases, becomes sovereign territory and as such is not subject to the same regulatory framework, such as the state Environmental Quality Review Act, commonly known as SEQRA, that governs most development in New York state.

"'They're exempt from national standards. Their participation in those is optional, and it's the same with state and local regulations,' Miriam Strouse, program coordinator of the Environmental Management Council, told the Ulster County Legislature's Special Committee to Study Casino Gambling Thursday night.

"…Strouse gave a presentation to the committee on the environmental impacts of a casino in Ulster County, discussing the issue both generally and as it relates to the Seneca-Cayuga Tribe of Oklahoma's proposal for a casino/entertainment complex on the Winston Farm in Saugerties…"
