New York Budget Includes Gambling Expansion

NEW YORK – As reported by the Rochester Democrat & Chronicle: "Gov George Pataki unveiled a 2005-06 state budget this morning, calling for tax cuts, Medicaid reforms and an expansion of legalized gambling.

"The Pataki budget also seeks to restore $18 million for Renaissance Square, the $230 million project for downtown Rochester. Pataki vetoed the money last year. The project calls for building an underground bus terminal, performing arts center and Monroe Community College campus on East Main Street.

"Pataki's proposal now falls to a Legislature that has failed to pass an on-time budget in 20 years. Due April 1, the budget last year was passed in mid-August – the latest in state history.

"…To pay for the school funding increase, Pataki again will seek to add eight parlors for video lottery terminals around the state, including two upstate. The locations would be determined by applications to the state. Pataki wants a state gaming commission to oversee all of the state's gambling operations, including VLTs and Indian gaming…"
