Nebraska Gambling Amendment Passes Hurdle

LINCOLN, Nebraska – As reported by the Omaha World-Journal: "Gov. Mike Johanns doesn't mince words about his position on a proposed constitutional amendment that would allow up to eight casinos in Nebraska.

"'I hate gambling,' he said Friday.

"While noting that the governor has no role in whether constitutional amendments appear on the ballot, spokeswoman Terri Teuber said Johanns opposes gambling 'whether it's eight casinos or video slots or any other proposal.'

"At the same time, she said, Johanns understands that the Legislature is trying to put together an alternative to the three-in-one petition sponsored by a coalition of casino interests, the horse-racing industry and keno operators.

"…The legislative alternative, Legislative Resolution 14CA, could be within sight of the 30 votes needed to get on the November ballot.

"Backers of the amendment got first-round approval Thursday. They must get second-round approval, then find four more votes before the last consideration of LR 14CA to put it in front of voters.

"LR 14CA, as amended, would provide for up to eight casinos in Nebraska. It leaves the details to a future Legislature to decide: where to locate casinos, who should be allowed to operate them, what regulations should govern them, how many casinos should be allowed and how the state's share of revenues should be used…"
