Missouri loss limit debate renewed19 February 2008JEFFERSON CITY, Missouri -- As reported by the Kansas City Star: "Missouri lawmakers on Monday renewed the debate over casino loss limits, a subject that generated lots of action but no payoff in the legislature last year. "This year's bill would repeal the state law that prohibits gamblers from losing more than $500 every two hours, raise taxes on casinos and limit the number of casinos allowed in the state. "Extra revenue generated by the changes would be used to finance early-childhood education programs and college scholarships. "Missouri's loss limits — the only ones in the country — should be repealed because they discourage high rollers, make the state's casinos uncompetitive and simply don't work, said Republican Sen. Scott Rupp of Wentzville, the bill's sponsor. "...The competitive concerns are acute among Kansas City area casino operators who may soon face competition from across the state line in Wyandotte County, Kan., said Michael Winter, a lobbyist for the Missouri Gaming Association. "...In addition to throwing out loss limits, the bill raises the taxes on casino operators to 21 percent of gambling revenue from 20 percent. "State and local governments derived $320 million from gaming taxes last year..." |
