MGC accepts Region C application from Mass Gaming & Entertainment

(PRESS RELEASE) -- Today the Massachusetts Gaming Commission announces the acceptance of Mass Gaming & Entertainment’s final application in a two-phase application process toward the award of a resort-casino license in Region C (Southeastern Mass). Mass Gaming & Entertainment was required to submit a completed Phase 2 application to the MGC no later than September 30, 2015.

The Commission confirms receipt of the Phase 2 application from the following resort-casino applicant:

Resort-Casino Applicant: Mass Gaming & Entertainment
Host Community & Region: City of Brockton/Region C
Suitability Determination: Positive
Referendum Results: Yes 50.5%; No 49.5%

The Phase 2 application is 235 pages and has been divided into sections to include key evaluation criteria: 1. Overview of Project; 2. Finance; 3. Economic Development; 4. Building and Site Design; 5. Mitigation. The content of the Phase 2 application is based primarily on the Evaluation Criteria previously outlined by the MGC.

The Phase 2 application may only be submitted by applicants that have received a positive determination of suitability from the MGC in accordance with 205 CMR 115.05(3). In addition, the application requires applicants to provide a copy of the executed host community agreement, and the summary of the host community agreement that was provided to the voters along with a description of the election at which the agreement was approved by the voters, including the date of the election, the polling procedures, and a certified copy of the election results provided by the city or town clerk.

After a review conducted by MGC staff to deem the application as “administratively complete,” the MGC will provide the public with access to the public portions of the final resort-casino application on its website. The review process is expected to take approximately one week and the MGC will issue an announcement when the public portions of the application are posted online. In addition, Mass Gaming & Entertainment will participate in a 90 minute public presentation of the final application to the MGC in late October with more details to follow. The presentation will also be streamed LIVE on the MGC website.

The Evaluation Process:

The MGC has established a comprehensive ‘Evaluation Process’ to scrutinize and evaluate all commercial expanded gaming applications.

The established ‘Evaluation Process’ for assessing expanded gaming licenses was developed based on requirements written into the “Expanded Gaming Act” as well as criteria approved by the MGC to solicit the most competitive projects that meet the expectations established in the final application, have a positive impact on the Massachusetts economy and enhance the state’s revenues.

The MGC will continue to provide frequent updates on the progress of the evaluation, critical milestones and key meeting and public hearing dates through the use of the Commission’s website, gaming blog, videos and other social media channels.

UPDATE: The MGC has now released public portions of the Phase 2 application online. The application received from Region C applicant Mass Gaming & Entertainment is located under the "Licensing" tab on the MGC website. The attachments are being reviewed for administrative completeness; the Commission expects to post these upon completion of the review.
