Massachusetts Lawmakers Bet on Racinos

MASSACHUSETTS – As reported by the Lynn Daily Item: "With local tracks pinning their survival, and the jobs of approximately 3,000 employees, on the introduction of slot machines, local legislators see hope for gaming at racetracks.

"Both Suffolk Downs and Wonderland track chiefs warned recently the worsening financial situations could mean selling out to real estate developers within five years if the draw of slot machines fails to materialize.

"While critics of expanding gambling at the tracks have argued the move could cut into state Lottery revenue, proponents contend the continued loss of business to off-shore betting, Internet gambling sites and casinos in Connecticut is pushing the entire racing industry in Massachusetts into a perilous position.

"…Last debated on Beacon Hill in 2003, when the House of Representatives came within 17 votes of approving a bill to introduce slot machines at Bay State racetracks, the issue is seeing renewed life with Boston Mayor Thomas Menino throwing his political weight behind the proposal. With many Boston residents employed by Suffolk Downs, which straddles East Boston and Revere, Menino has encouraged legislators to regard the slot machine question as an economic, rather than gambling, issue.

"…Not everyone is sold on the issue, however. Lynn Rep. Steve Walsh said he would hold out for infrastructure improvement to Lynn, assurances of union labor, and a local aid structure ensuring communities actually see some financial benefit to allowing slots…"
