Massachusetts governor ties budget to gaming

LYNN, Massachusetts -- As reported by the Lynn Daily Item: "Gov. Deval Patrick unveiled a spending plan Wednesday that matches dollar for dollar last year's state allocation to cities and towns - with one catch: The Legislature has to sign off on his plan to include gambling money in the budget.

"Under Patrick's plan Lynn, for instance, receives the same $9.5 million allocation in additional state assistance money the city received last year.

"It also gets the same $18.4 million Lottery aid allocation but with one important difference. Patrick split up that allocation in his new budget to include $15.9 million in Lottery receipts and $2.4 million in revenue from casino gambling.

"...Local legislators are not sure if the final state budget that emerges from State House debates in the spring will include the money Patrick hopes to generate by licensing three resort casinos in the state.

"...Since unveiling his casino gaming plan last September, Patrick has signed on labor union allies but received a mixed reception from legislators who are not convinced gambling is a problem-free cash cow..."
