MANITOBA – As reported by the Canadian Press: "Manitoba Tories say the province is irresponsible if it replaces its inventory of video lottery terminals without first doing social and economic studies.

"Tory gaming critic John Loewen says the analysis should determine how many machines the market can tolerate.
