Lottery Winner in Child Support Dispute

IOWA – As reported by the Des Moines Register: "Rebecca Deaver opened the e-mail link from a relative, took a look at the photograph, and felt her stomach turn.

"There, in a press release posted on the Iowa Lottery Web site, was Chad Gould of Des Moines, the father of her 8-year-old daughter.

"Gould was smiling, alongside two friends with whom he would share $30,000 won with a $3 scratch ticket.

"…Gould owes Deaver and their daughter, Tiegan, about $3,500 in child support, according to Monroe County (Wis.) court records. The amount could be more, but Gould has refused to provide officials with his tax returns for the past eight years, the court papers allege.

"…Court papers allege that Gould is unemployed and has refused to make 'adequate efforts' to find a job. He also has allegedly refused to provide health insurance for Tiegan ordered by a judge in 1996.

"…Maja Rater, a child-support advocate from Casey, said that similar cases are scattered across the country, and that Deaver could file a lien against Gould's winnings."
