Lithuania to improve gambling licensing process30 April 2025(PRESS RELEASE) -- The Gaming Supervisory Authority will evaluate the proposals received from the Special Investigation Service and prepare an action plan for improving the gambling licensing and supervision processes. This aims to ensure systematic and consistent inspection of economic entities and objective decision-making. Taking into account the conclusions presented by the STT, the good standing verification procedure will also be improved to identify entities that do not meet the requirement in a timely manner. In addition, risk assessment criteria will be improved to better reflect the real risks of the operation. The STT submitted its recommendations after conducting an analysis of corruption risks in the gambling licensing and supervision processes. "During the analysis, we closely cooperated with the STT. We have a common goal - to ensure transparent supervision of the gambling sector, based on objective criteria, and equal conditions for all market participants. We will examine the recommendations provided and make decisions on their implementation," says Virginijus Daukšys, Director of the LPT. The STT, which conducted the analysis, also drew attention to the significant increase in remote gambling during the COVID pandemic. The types of remote gambling are enshrined in the secondary legislation of the LPT, not in the law. This increases the risk of subjective interpretation of the types of gambling, therefore it is proposed to list all types of remote gambling in the law, providing their definitions and characteristics. The STT also emphasized that the fines in force in 2021–2024 for violations of the Gambling Law were disproportionately low compared to the revenues generated by gambling companies. Recommendations for improving legal regulation have also been submitted to the Ministry of Finance.
