Library Turns to Racino for Grant

IOWA – As reported by the Des Moines Register: "When Des Moines library officials looked to boost a $2 million fund-raising effort for improvements at an east-side branch, they turned to Prairie Meadows Racetrack and Casino's grant program, designed to put gambling profits into community projects.

"Library officials asked for, and received, $50,000.

"They outlined the need for improvements at the Hubbell Avenue branch, and a Prairie Meadows committee awarded the money.

"…Such is the way the grant program works. But critics complain there is a lack of clear rules that decide which groups get the gambling money each year. The situation, they say, leaves unsuccessful applicants with no understanding of how the choices are made.

"…Meanwhile, Prairie Meadows' governing board last year approved more than $4 million in multiyear grants of $100,000 or more. The amount included $1 million for a Drake University stadium project…"
