Legal Cloud Darkens Dawn of VLT Operations22 December 2003SARATOGA SPRINGS – As reported by the Saratogian: ``The first of an estimated 1,300 video lottery terminals arrived Tuesday at Saratoga Raceway, where they might help revolutionize New York's harness racing industry. ``Workers are heading down the homestretch of a $13 million renovation and construction project scheduled for completion in mid-January when the slot-like gambling machines are slated to become operational. ``…But a huge legal question hangs over the project's anticipated opening. Casino opponents, including Saratoga County Chamber of Commerce President Joe Dalton, are suing the state and have taken their case to the Appellate Division of state Supreme Court. Opponents say a 2001 state law that approved VLTs at race tracks is unconstitutional. ``Beyond that, Dalton, who's not involved in the lawsuit in his chamber capacity, said other issues are at stake. Quoting a report prepared for the Coalition to Preserve Horse Racing in New York State, he said bettors will lose an estimated $260,000 per day at the track or $95 million per year. Most VLT patrons are expected to come from within a 50-mile radius, and Dalton said the region's economy can't afford to lose that kind of discretionary income. ``…The court isn't expected to rule for at least six to eight weeks.
