Ksa fines Casino Zoetermeer BV22 July 2026(PRESS RELEASE) -- The Dutch Gaming Authority has imposed a fine of €25,000 on Casino Zoetermeer BV for admitting players who were listed in the Cruks exclusion register, also known as the Gokstop. As a result, these players were able to gamble in the gaming hall in question. The fine was imposed following an investigation in 2022. At the request of Casino Zoetermeer, the judge provisionally withheld the publication of the fine in an expedited procedure. After the Ksa declared Casino Zoetermeer's objections unfounded, Casino Zoetermeer appealed against this decision. Recently, the judge declared the grounds of appeal unfounded on the merits, allowing the Ksa to proceed with publication. The appeal is only well-founded because the reasonable time limit for the proceedings has been exceeded. Therefore, the judge has reduced the fine to €21,500 ex officio. Cruks inspection Providers of both online and high-risk physical gambling are required to check whether a player is listed in Cruks before granting access. People registered in Cruks are not allowed access to online gambling, slot machine halls, and casinos in the Netherlands. With such a Gambling Stop, people can protect themselves against gambling-related harm. Currently, there are approximately 118,000 people listed in Cruks. Player reports To properly conduct a Cruks check, the gambling provider must identify a player and verify their identity. In 2022, the Ksa received reports from two individuals that Casino Zoetermeer was not doing this adequately. Following an investigation into the access control at the gaming hall in the same year, the Ksa concluded that this was indeed the case. As a result, Casino Zoetermeer admitted two players who were registered in Cruks at that time. Gambling Stop is an important tool to combat gambling addiction The Ksa considers it objectionable if Cruks checks are not carried out correctly. Players who take out a Gambling Stop do so to protect themselves and must be able to assume that, as a result, they cannot gamble at licensed providers that are required to consult Cruks. It is an important tool to combat gambling addiction and protect players from the harm caused by high-risk games of chance. The Ksa therefore expects all affiliated providers to carry out Cruks checks correctly, closely monitors this, and imposes fines if necessary. |
