Kentucky Gambling Opponent Wary of Budget

KENTUCKY – As reported by the Cincinnati Enquirer: "A leading opponent of legalized casino gambling expects an attempt by lawmakers to include gambling in the Senate's version of the state budget.

"Nancy Jo Kemper, executive director of the 800,000-member Kentucky Council of Churches in Lexington, said in an e-mail sent across the state Thursday that an amendment to the budget will call for allowing gambling at the state's horse tracks 'because of revenue shortfalls and the fiscal crisis.'

"Kemper did not identify who might sponsor the amendment and had few details about how the amendment might be structured other than that it would allow for computerized gambling devices known as Video Lottery Terminals, or VLTs, at the racetracks.

"…In the e-mail, Kemper encouraged members to contact lawmakers and express opposition to the plan…"
