Kentucky Casino Gambling Legislation Filed

KENTUCKY – As reported by the Louisville Courier-Journal: "For the second time this year, legislation that would permit casino gambling has been filed in the Kentucky General Assembly.

"But some lawmakers say there is still little chance that any gambling-related bills will be heard or voted on during the 2005 legislative session, which ends in mid-March.

"…Rep. Tom Burch, D-Louisville, has filed two bills that would in different ways permit electronic slot machines but not full-blown casinos.

"One would add the machines at eight horse tracks, including Turfway Park in Florence. The other would let local voters decide whether to have slots in their counties, a bill that could conceivably allow every county in Kentucky to operate gambling halls.

"…A second plan would let voters in each Kentucky county decide whether they want slots. Burch estimates that statewide slots could generate more than $800 million annually.

"Under that plan, 11,000 machines would be permitted across the state and rationed to counties based on population. No more than 25 terminals would be located at one place, with no more than 50 permitted in any one county…"
