Kentucky Casino Bill to be Filed

KENTUCKY – As reported by the (Louisville, Kentucky) Courier-Journal: "The gambling proposal that House Speaker Pro Tem Larry Clark expects to file today would earmark $175 million a year for statewide education programs from nine Kentucky casinos.

"Under Clark's plan, five racetracks would be granted licenses to operate casinos. Another four casinos would be allowed at other sites. The measure would need three-fifths majorities in the General Assembly before being put before voters on the November ballot.

"Negotiations continued in Frankfort yesterday between Clark and representatives of the state's racetrack and breeding industries. Following the talks, Clark said he is hopeful that he will file the bill this morning.

"…Clark's bill would allocate about 35 percent of casino revenue, or about $437.5 million for the state annually within five years. The biggest chunk — 40 percent — would go to primary, secondary and postsecondary education, while $87.5 million, or 20 percent, would go to the state's struggling Medicaid system…"
