Kentucky AG Reverses Gambling Decision

KENTUCKY – As reported by the Lexington Herald-Leader: "A new attorney general's opinion could give momentum to the movement to bring casino gambling to Kentucky.

"Attorney General Greg Stumbo reversed four opinions of previous attorneys general, finding yesterday that state legislators can expand gambling without amending the constitution.

"A constitutional amendment would require approval of the voters; Stumbo's opinion said the legislature could approve gambling without submitting a proposal to the voters.

"While the racing industry hailed the opinion, an opponent called it an attempt to open a backdoor for casinos…"
