Kansas tribal casino rules uncertain20 June 2007KANSAS -- As reported by the Kansas City Star: "If the federal courts uphold an Oklahoma tribe's claim to legal gambling rights in downtown Kansas City, Kan., it is uncertain what sort of games might be played there. "At a conference last week in Kansas City, National Indian Gaming Commission Chairman Phil Hogen said federal standards are being redrawn for so-called Class II casinos like the Wyandotte Nation plans to open in a former Masonic temple at Seventh and Ann streets, across the street from City Hall. "...If the tribe prevails and the case is not further appealed, the tribe could proceed with Class II games including traditional bingo and electronic devices that look and play like slot machines but are a variation of bingo. "That's where Hogen's agency comes in. U.S. Justice Department attorneys and others for years have demanded a 'bright line' in the regulations to distinguish Class II from traditional Class III slots. "...An early draft of rules requiring more bingo characteristics for Class II slots drew sharp objections from tribal casino operators and was scrapped. Officials expect to release new draft language in a matter of weeks. The new rules will apply to an estimated 165 Class II tribal casinos and 250 Class III casinos that could offer them for public play without further state approval..." |
