Iowa Governor: Casino Issue Far from Settled

DES MOINES, Iowa – As reported by the Iowa Globe Gazette: "Gov. Tom Vilsack said Wednesday he believes it's too soon to write off the hopes of Iowa communities lobbying for new riverboat casinos, despite legislative setbacks.

"…Senators are considering a massive gambling bill approved by the House that would alter the industry's tax structure, offer table games to racetrack casinos and allow riverboats to remain docked. But the bill would also slap a moratorium on the issuance of new riverboat licenses.

"A moratorium would be bad news for five Iowa counties hoping to cash-in on new casinos — including Black Hawk, Franklin, Worth and Palo Alto counties. Local leaders are now urging undecided senators to remove the cap on licenses and clear a path for expansion.

"…And new complications emerged Wednesday.

"GOP senators are now questioning whether a tax compromise with racetrack casinos negotiated by House leaders would actually ensure an uninterrupted flow of gaming revenues.

"…Vilsack contends the argument for new riverboat licenses would be bolstered by tying the case for expansion to job creation efforts and environmental initiatives that could be paid for with increased gaming revenues…"
