Iowa Gambling Bill Changes Proposed

IOWA – As reported by the Des Moines Register: "Gambling opponents worked to forge a coalition Monday in the Iowa House, while legislative leaders moved forward with a backup plan to solve the state's casino tax problem in case the gambling bill is defeated.

"Rep. Danny Carroll, a Grinnell Republican, and Rep. Ed Fallon, a Des Moines Democrat, are expected to be key opponents in the debate over House File 2302, an all-encompassing gambling bill to be debated Thursday by the Iowa House.

"Their amendments are expected to oppose portions of the bill that would allow five additional casino licenses in Iowa, and would allow racetrack casinos to have table games such as blackjack. One amendment calls for establishing a moratorium on new gambling licenses.

"…Several lawmakers will try to change the casino taxes and fees imposed by the bill. The bill calls for a 22 percent tax on casinos. However, a higher tax rate of 26 percent would be paid by racetracks that add table games and riverboats that convert to barges in counties where there is another riverboat…"
