Indiana Bill Targets Deadbeat Parents9 January 2004INDIANA – As reported by the Indianapolis Star: "Parents who owe child support couldn't win big at Indiana's casinos and horse tracks without making payments for their children first, under a bill being considered by the state Senate. "Senate Bill 143 would require riverboat casinos, betting parlors and horse-racing tracks to check the name of any person who wins more than $2,000 against a national database of child support scofflaws. Any money owed would be subtracted from the gambling winnings and be sent to local child support agencies for distribution. "…The proposed program would be similar to one used by the Hoosier Lottery, which checks each winner for delinquent child support and income taxes before paying prizes greater than $600, said Jack Ross, lottery director. In 2003, the lottery withheld a total of $94,518 from 84 winners who were delinquent in child support payments, Ross said. "…[The] chairman of a House committee that oversees gambling bills said he has reservations about putting the Indiana Gaming Commission and the Indiana Horse Racing Commission, which regulate the state's casinos and horse tracks, in the business of collecting child support…" |
